

1. Merger of Urban Local Bodies into GHMC
The Cabinet has approved the merger of all municipalities and municipal corporations located within the Telangana Core Urban Area of Hyderabad into the Greater Hyderabad Municipal Corporation (GHMC). A total of 27 Urban Local Bodies (ULBs) situated inside, outside, or adjoining the ORR (Outer Ring Road) will be merged into GHMC. For this purpose, amendments to the GHMC Act and the Telangana Municipal Act have been approved.
2. Formation of a Third Power Distribution Company (DISCOM)
The Cabinet has approved the creation of a third DISCOM, in addition to the existing NPDCL and SPDCL. All agricultural connections, lift irrigation schemes, Mission Bhagiratha, Safe Drinking Water Schemes, and Hyderabad Metro Water Supply & Sewerage Board power connections will come under the jurisdiction of the new DISCOM.
3. Solar Power Purchase – 3000 MW
The Cabinet reviewed the state's growing power demand and the projected power supply requirements for the next 10 years. As per the Central Government’s renewable energy guidelines, the Cabinet decided to increase renewable power usage. Accordingly, tenders will be floated at the earliest for the purchase of 3000 MW of solar power. These tenders will be issued with a five-year power supply agreement.
4. Pumped Storage Power – 2000 MW & Permissions for 10,000 MW Capacity
To promote pumped storage power along with solar energy, the Cabinet approved the calling of tenders for the purchase of 2000 MW pumped storage power with a five-year agreement. Several suitable locations for pumped storage power plants have been identified in the state. The Cabinet approved permissions for companies and investors interested in setting up 10,000 MW pumped storage plants. The government will allocate necessary land and water to these companies. The electricity generated must be sold first to the state's DISCOMs as per agreement. Existing MoUs with DISCOMs will also be reviewed.
5. Captive Power Generation Permission for New Industries
To attract new industries and investments under the Clean & Green Energy Policy, the Cabinet made a key decision: New industries will be allowed to generate their own captive power without any upper limit on generation capacity. Applications for captive power generation will be approved immediately. Existing industries will continue to get power supply under the current policy.
6. New 800 MW Plant at Ramagundam & Feasibility in Palvancha, Makthal
The Cabinet decided that the new 800 MW unit at Ramagundam Thermal Power Station will be taken up under NTPC. Officials have been instructed to examine the feasibility of NTPC-led power plant development in Palvancha and Makthal as well. The Cabinet directed officials to prepare cost analyses comparing the electricity tariff if NTPC executes the project versus if GENCO executes it.
7. Underground Power Cable System in Hyderabad
The Cabinet approved the establishment of an underground electricity cabling system in Hyderabad. Officials studied the model successfully implemented in Bengaluru. As per preliminary estimates, implementing underground cabling across GHMC will cost ₹14,725 crore. Hyderabad will be divided into three power circles, and the project will be taken up accordingly. Along with power cables, T-Fiber and other communication network cables will also be placed underground. A working plan will be prepared after consultations with respective companies.
8. New Advanced Technology Centre in Jubilee Hills
The Cabinet approved the establishment of a new Advanced Technology Centre (ATC) in the Jubilee Hills constituency. In addition to the existing 56 ATCs, six more ATCs will be set up in selected ITIs across the state.
