

Reasons Behind the Maoist Party’s Decline
Key insights from the 2024 Polit Bureau meeting document reveal the factors contributing to the weakening of the Maoist party. The document, circulated to all committees across the country in August 2024, instructed cadres to “abandon arms and engage with the public.” Over the past three years, 683 Maoists have died in various encounters, including 190 women. During this period, the party conducted 669 operations, resulting in 261 police fatalities and 516 injuries, with over 25 arms seized. Since 2021, the party has lost several prominent leaders. Among them, four Central Committee members—Lakmu, Ambir, Saket, and Anand—passed away due to health issues.
Additionally, several cadres died in police encounters, and some were arrested. These losses severely impacted the party’s ability to maintain oversight in the North and South regions. Coordination between the East and Central region committees also broke down, further weakening the party. Both the Central and State/Zone committees failed to effectively counter anti-party operations. The 2020 Polit Bureau meeting had already projected that the party would need considerable time to recover. Over the past three years, the party’s influence has significantly diminished. The document highlights that the failure to intensify class struggle to attract a mass base and the division of the country into seven operational zones contributed to the decline. Lapses in operational secrecy and failure to engage closely with the masses were also noted.
The document stresses the importance of continuous recruitment and social investigation of every party action. Mass organizations must remain strong for the party to recover. Committees should be structured across three generations, combining a senior, a middle-aged, and a junior member. Establishing new mass organizations and regularly conducting ground-level surveys are essential for monitoring changing conditions. Operational areas must be flexible and frequently shifted to prevent predictability.
