The decision to introduce a 0.4% Merchant Discount Rate (MDR) on specified UPI merchant transactions above ₹2,000 has triggered debate and a wave of memes on social media. The new framework is set to take effect from October 15. While the move has drawn criticism from opposition voices and some BJP supporters online, the central government has clarified that MDR is not a direct charge on consumers. Person-to-person UPI transactions will remain free, while merchant payments up to ₹2,000 will also continue without MDR.
Social media users have responded with satirical posts and memes, questioning how the new system could affect everyday digital payments. Some users have raised concerns that merchants could eventually increase prices to recover the additional payment cost, despite the government stating that MDR should not be passed on to customers. The government has directed banks to ensure that merchants do not transfer MDR costs to consumers, while UPI app providers have been barred from imposing additional platform or hidden charges.
