Trump Has the Final Say on Tariff Implementation

The US House of Representatives has passed a key bill aimed at increasing economic pressure on Russia. Known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, the legislation includes provisions for tougher sanctions targeting Russia’s energy and defence sectors. It also gives President Donald Trump the authority to impose tariffs of up to 100% on countries that continue purchasing Russian oil and natural gas. Countries such as India and China could potentially come under the provision.

The bill also contains provisions for additional sanctions against Iran. Some Democrats have raised objections to the broad tariff powers being given to Trump. However, the passage of the bill does not mean tariffs will be imposed immediately, as the decision to implement them rests with Trump. The development could create fresh uncertainty for India-US trade relations, India’s Russian oil imports and its broader energy strategy.
