US Moves to Name India in Russia Sanctions Bill

The United States is moving ahead with a major Russia sanctions bill that could put countries importing Russian oil and gas at risk of tariffs of up to 100%. The Senate has already approved the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by an 86-11 vote. As the legislation moves through the House of Representatives, Democratic Congressman Steny Hoyer has proposed an amendment that would explicitly name India, China, Türkiye, Azerbaijan, Hungary, Slovakia, the UAE, Singapore, Kazakhstan and Kyrgyzstan as countries potentially subject to the tariff measure.

The bill is aimed at increasing economic pressure on Russia and reducing revenue that could support its war in Ukraine. Under the Senate version, the president could impose tariffs of up to 100% on major purchasers of Russian energy. Other lawmakers have proposed removing the section granting broad secondary-tariff authority, highlighting concerns over the potential economic impact and presidential discretion. If the House approves the legislation, it would still have to complete the legislative process before becoming law.
