

The Telecom Regulatory Authority of India (TRAI) has strengthened its framework for tackling Unsolicited Commercial Communications (UCC), introducing technology-driven measures to identify and act against suspected spam. The revised framework includes AI-based detection methods and requires telecom operators to share information about numbers identified as having a high likelihood of spam activity. If multiple numbers associated with the same sender are flagged, operators can initiate further verification measures.
The revised rules also cover Application-to-Person (A2P) calls, including autodialled calls, robocalls, pre-recorded messages and calls using artificial or recorded voices. Entities using such systems will have to declare the service to their telecom provider and identify the numbers used. The framework provides for further action against repeated violations, introduces a termination charge of up to 5 paise per minute for specified A2P calls, and provides consumers with an appeal mechanism. TRAI has also placed restrictions on call-management applications, including limits on blanket blocking or spam labelling of calls from designated numbering series.
