The Telangana government has introduced the Gram Panchayat Samagra Abhivruddhi Pranalika (GPSAP 2026), a comprehensive development framework aimed at transforming rural areas across the state. The initiative has been designed in line with the directions of Panchayat Raj and Rural Development Minister Seethakka. As part of the programme, every gram panchayat will prepare a detailed profile covering population, household conditions, employment, housing, agriculture, livestock, landless labourers, vulnerable communities, assets and beneficiaries of Central and State government welfare schemes.
Under the new guidelines, each gram panchayat must prepare a long-term development plan covering the next three to five years, along with a separate annual plan for the current financial year. Dedicated websites and dashboards will be created for every panchayat to make village-level information accessible and improve transparency. Monthly progress updates must also be recorded. Officials from various departments are required to provide information requested by gram panchayats. Failure to submit information or providing incorrect details may invite action under Section 135 of the Telangana Panchayat Raj Act, 2018. The MPDO will be responsible at the mandal level, while the District Collector will review progress at the district level. The initiative is part of the state's broader Telangana Rising 2047 vision, with the goal of making villages more self-reliant through planned development.
