

Texas Governor Greg Abbott has proposed further restrictions on the hiring of H-1B visa holders, including a possible ban on hiring H-1B workers in public schools. Universities in the state already face restrictions on filing new H-1B visa applications, and the governor has now proposed extending similar rules to government schools. He has also proposed restrictions on public schools receiving donations or entering financial agreements with foreign individuals or organizations. The proposals are expected to be discussed by the Texas Legislature next year.
The proposed restrictions could create additional challenges for Texas schools, which are already facing teacher shortages and rely on H-1B workers to fill some positions. Meanwhile, a recent Navitas survey indicates declining international student confidence in the US as a study destination amid stricter visa policies and safety concerns. Only 31 percent of respondents viewed the US as a safe and stable destination for international students. The US received a 25.3 percent rating for visa processing, compared with 74.1 percent for the UK and 64.8 percent for New Zealand.
