

The Central government has ruled out any relaxation in the proposed SIM binding norms aimed at curbing rising cybercrime and strengthening national security. Union Minister Jyotiraditya Scindia said messaging apps must strictly comply with the Telecom Cyber Security Rules 2024. Platforms such as WhatsApp and Telegram will be required to remain continuously linked to the active SIM card on a user’s phone. If the original SIM is removed or deactivated, messaging services will stop immediately. Web versions accessed via laptops or PCs will automatically log out every six hours, requiring fresh verification through a QR code.
The 90-day compliance deadline ends on February 28, 2026, and the Department of Telecommunications has clarified that it will not be extended. The minister emphasised that national security is the top priority and there will be no compromise on SIM binding rules. On AGR relief, he said the government will act in accordance with Supreme Court rulings and advised telecom companies to follow legal procedures. Regarding satellite internet, he noted that Starlink must complete mandatory security demonstrations before spectrum allocation, ensuring full network control and the ability to restrict services beyond Indian borders.
