

The Andhra Pradesh government has imposed a temporary ban on transfers of government employees until the allocation of staff under the new local cadre system is completed. The government clarified that fresh recruitments, promotions, and deputations will also remain on hold during this period. Detailed guidelines have been issued under the Presidential Order–2025 for the formation of local cadres across 26 districts, including cadre strength, employee allocation, and implementation procedures. However, Markapuram and Polavaram districts have been kept outside the current framework and will receive temporary staff allocations.
Under the revised zonal policy, Andhra Pradesh has been divided into six zones and two multi-zones. Multi-Zone I covers districts from Srikakulam to Palnadu, while Multi-Zone II includes districts from Bapatla to Sri Sathya Sai. The Amaravati Capital Region has been included in Multi-Zone I, with special ratios prescribed for post allocation between Krishna, NTR, and Eluru districts, as well as Kurnool and Nandyal districts. The government clarified that these guidelines will not apply to IAS and IPS officers, the Secretariat, HOD offices, or High Court posts.
