

An Indian research student who went to Scotland on a student visa has been elected to the local parliament, sparking widespread debate. Hailing from Tamil Nadu, transgender researcher Q Manivannan joined the University of St Andrews in 2021 for studies in international affairs. They recently contested local elections representing the Scottish Greens Party from Edinburgh–Lothians East and won the seat.
During the campaign, Manivannan described themselves as a transgender Tamil migrant and said the victory represents diversity in governance. However, the development has triggered political debate in Scotland over whether student visa holders should be allowed to participate in elections. Critics argue that immigration rules need to be reconsidered, while supporters view it as a progressive milestone.
