

Frequent violation of traffic rules and non-payment of challans may soon lead to serious consequences, including the freezing of driving licences (DL) and vehicle registration certificates (RC). The Transport Department is preparing to implement a new system under which all RTA services linked to such documents will be suspended until pending fines are cleared. To ensure transparency and faster resolution of complaints, the government is set to introduce a grievance redressal mechanism in line with Central Motor Vehicle rules, with an official notification expected shortly.
Under the new policy, vehicle owners must submit objections to challans exclusively through an online portal. Authorities will review complaints and communicate decisions electronically within a fixed timeframe. A structured Standard Operating Procedure has been designed to ensure timely resolution. If a challan is not paid, complaints must be filed within 45 days, and officials will resolve them within 30 days. Failure to clear more than five challans in a year may trigger alerts, leading to blocking of DL or RC. Services will be restored only after full payment of dues, while legal recourse remains available through courts.
