The Transport Department has introduced stricter requirements for people applying for a driving licence, with a new mandatory video-learning programme aimed at improving road safety awareness. Under the revised process, applicants seeking a Learner's Licence (LLR) must complete a 2.5-hour road safety video lesson after passing the LLR test.
Previously, applicants could pay the fee online, take a computer-based test at the Transport Department office and obtain an LLR. They could then apply for a permanent driving licence after the prescribed waiting period and appear for a driving test. Under the new procedure, successful LLR candidates will receive a special link on their registered mobile numbers. They must log in using their LLR number and date of birth, verify their identity through an OTP and complete a face-recognition process before the video lesson begins. The video covers driving practices, traffic rules and accident prevention. According to the information provided, the system monitors the applicant during the session and may stop the video if the candidate looks away or interrupts the lesson. Applicants who fail to complete the process may have to restart their application.
After watching the entire video without interruption, a completion certificate will be generated on the screen. Applicants must download this certificate before booking a slot for the permanent driving licence test. The department has introduced the measure with the aim of improving drivers' understanding of traffic rules and reducing road accidents.
