Ban on Routine Transfers of Employees in Telangana Until Completion of Census

In the backdrop of the nationwide commencement of the Census process from the 1st of this month, the Union Home Ministry has issued directives to all state governments to impose a ban on the routine transfers of government employees. The Census will be conducted in two phases, with the entire process scheduled to be completed by March 31, 2027. Training programs have already begun across states for a large number of employees assigned to this exercise. In Telangana alone, around 85,000 personnel have been selected and are undergoing phased training. As part of the first phase, door-to-door data collection will be carried out from the 11th of next month to June 9. Prior to this, citizens will be given the option to submit household details online starting from the end of this month.

The second phase of the Census is slated for February and March 2027, during which enumerators will once again visit households to record details. As the Census is considered a constitutional obligation, the Union Home Ministry has reiterated, in accordance with guidelines issued in 1948 and 1990, that employees engaged in the process should not be transferred until its completion. In line with these directions, state governments are also expected to issue specific orders enforcing a ban on employee transfers during this period.
