

The Economic Survey 2025–26 has described the development of Amaravati, the capital city of Andhra Pradesh, as a rare and historic opportunity to build a future-ready urban centre. The survey noted that greenfield cities allow governments to design urban life in a planned manner from the beginning, instead of attempting corrections after congestion, infrastructure shortages, and unplanned constructions emerge. Amaravati, the report said, has the potential to become a model city offering ease of living, sustainable growth, and integrated development.
The survey further stated that cities driven by education, innovation, and sectoral linkages grow faster than those dependent solely on heavy infrastructure. Highlighting livability rankings, it noted that Tirupati and Vijayawada from Andhra Pradesh secured places among India’s top ten most livable cities, alongside Pune, Navi Mumbai, Greater Mumbai, Chandigarh, Thane, Raipur, Indore, and Bhopal. Unlike metros such as Delhi, Mumbai, and Bengaluru, these cities face relatively lower population pressure while offering better access to jobs and civic amenities. The report emphasized that truly livable cities promote citizen participation, reduce daily hardships, and respect people’s time, choices, and creativity—making planned urbanisation the foundation of sustainable development.
