The Ministry of Road Transport and Highways has introduced a Concessional Local Pass to provide relief to residents living near National Highway toll plazas. From November 1, 2026, eligible owners of non-commercial vehicles residing within a 20-kilometre radius of a toll plaza can opt for the annual pass. The fee will be ₹1,500 for toll plazas located outside municipal or local town limits and ₹3,000 for plazas situated within those limits. Applicants must have a valid and functional FASTag registered for non-commercial use.
The pass will be valid only at the specific toll plaza for which it is issued and cannot be transferred or used at other plazas. The facility will not apply to highways or expressways operating under a closed toll collection system. It will also not be available where a service road or alternative route is provided for commuters. Eligible residents can obtain the pass at designated toll plazas from November 1, while the facility will be available through the Rajmargyatra app from December 1, 2026.
