Indian Railways has announced key changes to ticket cancellation charges and refund policies. Under the new rules, the refund system will be based on the train’s departure time. If a confirmed ticket is cancelled 72 hours before the journey, passengers will receive a refund after deduction of cancellation charges. Union Railway Minister Ashwini Vaishnaw explained these changes to the media, stating that the new regulations will be implemented in phases between April 1 and April 15.
As per the revised rules, cancellations made between 72 and 24 hours before departure will attract a 25% deduction, with the remaining amount refunded. Cancellations between 24 and 8 hours before departure will incur a 50% deduction. No refund will be provided for cancellations made within 8 hours of departure or after the train has left. Additionally, passengers will be allowed to change their boarding point up to 30 minutes before departure, which is expected to benefit travelers, especially in major cities.
Furthermore, counter ticket cancellations can now be done from any station. For e-tickets, the Ticket Deposit Receipt (TDR) process will now be automated, eliminating the need for manual intervention by passengers. Counter ticket holders will also be allowed to upgrade their travel class up to 30 minutes before departure. The existing cancellation charges system continues, with different fees applicable for sleeper, second class and AC classes. The Railways also clarified that no refund will be provided for cancellations made less than 4 hours before departure.
