Centre Takes Key Decision for Ration Beneficiaries

The Central Government is set to implement new rules in the Public Distribution System (PDS) from October 1, 2026, as part of efforts to improve transparency and review inactive beneficiary records. Ration cards of beneficiaries who have not used their foodgrain entitlements for six consecutive months will be temporarily disabled. Reports indicate that around 1.58 crore beneficiaries across the country could come under the measure. The Targeted Public Distribution System (TPDS) Amendment Order, 2025 provides for temporary disabling of such ration cards, followed by e-KYC and field verification within the next three months to reassess eligibility.

The cards will not be immediately cancelled, giving beneficiaries a three-month window to establish their eligibility. During this period, they can complete e-KYC and undergo field verification, where required. Once eligibility is confirmed, the ration card can be reactivated. The measure is aimed at cleaning up PDS databases by identifying inactive, duplicate and ineligible beneficiaries and ensuring that foodgrain benefits reach eligible households.
