

The Andhra Pradesh government has issued GO 153, introducing amendments to the earlier GO 105 concerning reservations for Backward Classes (BCs) in rural local bodies. The latest order clarifies that the total reservations for Scheduled Castes (SCs), Scheduled Tribes (STs) and BCs combined must not exceed 50%. The decision has been taken in accordance with the High Court’s judgment and the Supreme Court’s directions. The government has also approved the implementation of recommendations made by the Dedicated Commission on BC reservations in local bodies.
Under the new directions, BC reservations are to be finalised separately for different rural local bodies, while SC and ST reservations must be determined in accordance with applicable legal provisions. The government is also set to frame specific rules governing the allocation of reserved seats and posts, along with the rotation of reservations. The Panchayat Raj Commissioner has been directed to take steps to implement GO 153, and the orders have been communicated to the State Election Commission, district collectors and other concerned officials. The revised framework is expected to guide the reservation process for upcoming panchayat elections.
