The administrative machinery in the state is gearing up for the first phase of the Census process—House Listing. Following the state Cabinet’s approval of the schedule, the House Listing exercise will be conducted from May 11 to June 9. Notably, this will be the first Census undertaken after the formation of Telangana. For the first time nationwide, data will be collected entirely through an online application-based system. It is estimated that approximately 88,000 personnel will be required for the exercise. As of December 31, 2025, the state comprises 621 rural mandals, 9,983 revenue villages, and 134 urban local bodies, which will serve as the basis for enumeration. In urban areas, cantonment zones and GHMC circles will be assigned specific codes for survey purposes. Teachers and staff from various departments at the village level will be engaged, with district collectors entrusted with the responsibility of identifying and deploying personnel.
National-level training for the House Listing survey has already been completed. A total of 66 master trainers will undergo training in Hyderabad from March 5 to 8. Subsequently, a meeting will be convened with district collectors to ensure comprehensive preparedness. At the field level, around 1,220 officials from different departments will be trained. The government aims to complete all training programs by the end of April.
For enumeration purposes, each revenue village in rural areas and each ward in urban areas will be treated as a unit. Each enumerator will be assigned an area covering a population of approximately 800 individuals. Special training will be provided to personnel with limited technological proficiency to ensure smooth implementation of the digital process. Following the completion of the House Listing phase, the main Census enumeration will be conducted from February 9 to February 28, 2027.
