Telangana Unveils Industrial Policy 2.0 Vision

Telangana is preparing to usher in a new era of industrial development in line with the ‘Telangana Rising-2047’ vision of transforming the state into a global economic and industrial powerhouse. With the existing industrial policy approaching a decade, the government is working on Industrial Policy 2.0, aimed at attracting large-scale investments over the next five years, expanding manufacturing, bringing advanced technologies to the state and creating employment opportunities for millions of young people. The government is also planning dedicated policies across 10 key sectors, with the objective of turning Hyderabad as well as districts and Tier-2 and Tier-3 cities into major industrial growth centres. The Life Sciences Policy 2.0 has already been introduced at Davos, while nine more policies are expected to be announced at the Telangana Rising-2047 Global Summit in Future City.

The new policy framework is expected to focus not merely on investment value but also on employment generation, manufacturing capacity, local value addition, exports, industrial ecosystems and government revenue. Special incentives are being considered for large, heavy and mega industries, along with additional benefits for companies establishing units outside Hyderabad. Telangana aims to strengthen its position in life sciences, IT, AI, cloud computing, electronics, semiconductors, aerospace, defence, footwear, apparel, GCCs, data centres, logistics and automobiles. The NextGen Life Sciences Policy 2026-30 targets placing Telangana among the world’s top three life sciences clusters by 2030, with a proposed $25 billion in investments and five lakh new jobs. IT Policy 2.0 will focus on emerging technologies, while Electronics Policy 2.0 aims to position Telangana as a ‘China Plus One’ manufacturing destination. Separate strategies are also being developed for space technology, employment-intensive manufacturing, GCCs, data centres and logistics. In the automobile sector, the government plans to attract major manufacturers as well as electric vehicles, batteries, two-wheelers and auto-component industries. Together, these initiatives are intended to create a diversified, technology-driven and employment-oriented industrial ecosystem across Telangana.
