

The Telangana High Court is set to hear the case concerning the Kalyana Lakshmi and Shaadi Mubarak schemes today. The court had earlier imposed an interim stay on August 12 on the implementation of eight government orders related to welfare schemes. During the proceedings, the court questioned whether such schemes could be implemented solely through government orders and without a specific law approved by the legislature.
Petitioner’s counsel Vijay Gopal questioned the legal basis for spending substantial public funds on the schemes, arguing that there is no separate legislation approved by the legislature for their implementation. The court had also expressed dissatisfaction over the delay in the government filing its counter affidavit. Justice N.V. Shravan Kumar reportedly took serious note of an incorrect reference to Article 162 in the affidavit and directed the government to explain how the error occurred, observing that it could not simply be treated as a routine clerical mistake.
The court also raised questions over the allocation of funds to welfare schemes while compensation related to land acquisition remains pending. It sought details regarding the state’s financial priorities, borrowings and whether funds for the schemes were being arranged through loans. The Finance Department was directed to submit comprehensive details. The court’s proceedings have generated considerable interest among beneficiaries awaiting clarity on the future of the Kalyana Lakshmi and Shaadi Mubarak schemes.
