Telangana Deputy Chief Minister Mallu Bhatti Vikramarka has directed officials to prepare the preliminary draft of the proposed Rohith Vemula Telangana Bill within three months and submit it to the Senior Civil Servants Committee for further consideration. The legislation aims to protect students’ rights in universities and higher educational institutions and prevent discrimination based on caste or social background. The directions were issued at the second meeting of the Cabinet Sub-Committee, chaired by Bhatti Vikramarka at the Telangana Secretariat on Friday. Ministers Ponnam Prabhakar and Adluri Laxman Kumar also attended the meeting.
The Deputy Chief Minister instructed the Scheduled Castes Development Department to lead the drafting process, with the participation of the Law, Education and Home departments and relevant institutions, including the University Grants Commission, as appropriate. Officials were asked to consult students, faculty members, legal experts, civil society organisations and education specialists before preparing the draft. The meeting also discussed seeking legal and technical assistance from NALSAR University of Law. The proposed legislation is expected to focus on equal opportunities, preventing discrimination and strengthening fair and supportive environments in higher education institutions.
