Pornography for Drones? Ukraine Lawmaker’s Proposal Sparks Debate

The Ukraine-Russia war has continued for more than four years, with Ukraine seeking ways to strengthen its finances and defence capabilities. Against this backdrop, Ukrainian lawmaker Yaroslav has reportedly proposed bringing the adult entertainment industry into a legal framework. According to the proposal, taxing the industry could generate around $25 million in government revenue, which he says could be used to purchase approximately 30,000 drones. Pornographic content is currently subject to legal restrictions in Ukraine, including penalties for its production, distribution and possession, while an underground adult industry continues to operate.

Yaroslav has also pointed to what he describes as a contradiction in the current system. Although pornography remains restricted, Ukrainian authorities have reportedly been collecting taxes from some adult-content creators. He argues that creators can face legal action either for failing to pay taxes or for violating laws related to explicit content. The proposal therefore seeks to resolve this contradiction by establishing a legal framework and taxing the industry. Meanwhile, Ukraine is also dealing with allegations of corruption in wartime spending. Claims that around $1.2 billion may have been misused in a single year, including in defence procurement, are reportedly under investigation, with several officials and government figures already facing action.
