The Krishna River Management Board (KRMB) and the Godavari River Management Board (GRMB), established under the Andhra Pradesh Reorganisation Act, are facing criticism over their alleged lack of effective functioning. Irrigation experts have expressed dissatisfaction, alleging that the boards have failed to take timely decisions on the management of projects in the two Telugu states and the allocation of river water. The boards were established to facilitate amicable water-sharing arrangements and prevent disputes between Andhra Pradesh and Telangana. However, critics argue that delays in decision-making have undermined their intended role. They have also questioned the boards’ performance in coordinating between state and central authorities to secure approvals for irrigation projects.
The Krishna board has come under particular criticism for its handling of disputes and delays in resolving water-allocation issues. Under the reorganisation framework, the Godavari board’s headquarters should be in Hyderabad, while the Krishna board’s headquarters should be in Amaravati. However, according to the report, the KRMB continues to operate from Hyderabad, even more than 12 years after the state’s bifurcation. The report alleges that the board’s chairpersons and member secretaries have been reluctant to relocate to Amaravati, citing the need for office space and other facilities comparable to those provided by the Telangana government in Hyderabad. Although Andhra Pradesh reportedly agreed to the demand and identified office premises, the relocation has yet to take place. The delay has renewed questions about the board’s functioning and its ability to make timely decisions on water allocation.
