The Telangana government has approved revised administrative sanctions worth ₹425.50 crore for establishing 37 Automated Testing Stations (ATS) to modernise vehicle fitness testing across the state. The orders were issued by the Transport, Roads and Buildings Department through G.O.Ms. No. 50, dated October 15, 2026. The approved cost per station has been increased from ₹8 crore to ₹11.50 crore.
The project will be implemented in two phases. The first phase will cover 15 stations at a cost of ₹172.50 crore, while the remaining 22 stations will be established in the second phase at an estimated cost of ₹253 crore. The government has also approved the creation of a Special Purpose Vehicle (SPV) under the Transport Department to establish and operate the stations. Funding will be raised through loans from HUDCO and other financial institutions, with fitness-testing fees and user charges earmarked for loan repayments. The Transport Commissioner has been directed to submit proposals outlining the SPV’s structure, operational procedures and financial model.
